The University of California is the premier institution of public learning in the United States. It is centered in Berkeley, California. It came into being as a result of the Merrill Land Grant. In 1849, the state of California ratified its first constitution, which contained the  objective of creating a complete educational system including a state university. Taking advantage of the Morrill Land Grant Act, the California Legislature established an Agricultural, Mining, and Mechanical Arts College in 1866. Although this institution was provided with sufficient funds, it lacked land.

Meanwhile, Congregational minister Henry Durant, an alumnus of Yale, had established the private Contra Costa Academy, on June 20, 1853 in Oakland, California. The initial site was bounded by Twelfth and Fourteenth Streets and Harrison and Franklin Streets in downtown Oakland. In turn, the Trustees of the Contra Costa Academy were granted a charter on April 13, 1855 for a College of California. State Historical Plaque No. 45 marks the site of the College of California at the northeast corner of Thirteenth and Franklin Streets in Oakland. Hoping both to expand and raise funds, the College of California's trustees formed the College Homestead Association and purchased 160 acres (650,000 m²) of land in what is now Berkeley in 1866. But sales of new homesteads fell short.
Governor Frederick Low favored the establishment of a state university based upon the University of Michigan plan, and thus in one sense may be regarded as the founder of the University of California. In 1867, he suggested a merger of the existing College of California with the proposed state university. The College's trustees agreed to merge with the state college to their mutual advantage, but under one condition — that there not be simply a "Agricultural, Mining, and Mechanical Arts College," but "a complete university." Accordingly, the Organic Act, establishing the University of California, was signed into law by Governor Henry H. Haight (Low's successor) on March 23, 1868. Daniel Coit Gilman, the University of California's second president, opened the Berkeley campus in September 1873.

Ten UC campuses includes more than 220,000 students, 170,000 plus faculty and staff, 37,000 retirees and more than 1.5 million living alumni.

The Donahoe Higher Education Act organizes the mission of the UC system as a whole. Formally articulated as part of A Master Plan for Higher Education in California, 1960-1975, that mission was written into law in 1960 as:

The University of California may provide undergraduate and graduate instruction in the liberal arts and sciences and in the professions, including the teaching professions. It shall have exclusive jurisdiction in public higher education over instruction in the profession of law and over graduate instruction in the professions of medicine, dentistry and veterinary medicine. It has the sole authority in public higher education to award the doctoral degree in all fields of learning, except that it may agree with the California State University to award joint doctoral degrees in selected fields. The University of California shall be the primary state-supported academic agency for research.

The Office of the President directs the mission statement of the university  which was elaborated in the University of California Academic Plan, 1974-1978 as :

The distinctive mission of the university is to serve society as a center of higher learning, providing long-term societal benefits through transmitting advanced knowledge, discovering new knowledge, and functioning as an active working repository of organized knowledge. That obligation, more specifically, includes undergraduate education, graduate and professional education, research, and other kinds of public service, which are shaped and bounded by the central pervasive mission of discovering and advancing knowledge.

The Continuum of History

Everything that exists within a material field of space and time must have a history. The University of California has a legal mandate to record the history of California. Since June 17, 1987 in continuo, it is apparent that the University is not capacitated due to de facto and/or negligent forces. There is credible evidence to argue that a de facto system of LGBTi officers in Los Angeles Police Department are operating with in California violating mutual aid in relationship to other jurisdictions.

It is with this understanding that I am laying the grounds for academic fraud. If this school is awarding PhD degrees and as well as organizing the entire public school curricula under the University of California at Berkeley, then the incongruity of California history and what is being recognized and taught equates to fraud. Each one of the majors at UC has it's own history. So all of these major areas have to be consistent with general history or such is confounded. It is possible to argue it is only possible to discourse on only a perspective due to methodologies and human limitations in some areas of study.

What I am claiming here is similar in construction to Holocaust denial. In this statement we are directly making a reference to Jewish persecution in World War II. There are wildfires in the state of California that are discussed as holocausts.
