The Delaware State Police are the primary code enforcement agency for the State of Delaware. The Headquarters of the system is located in Dover, Delaware. The agency operates on a Superintendent and Captain hierarchy with Superintendent being the equivalent of Chief and Captains maintaining troops.
I have alleged that Los Angeles Police Department (LAPD), the Delaware State Police, and the Baltimore City Police Department have maintained a de facto usurpation over the past five presidencies whom I have designated as the Irrationalist Presidents.
On June 17, 1987 while in Kent County, the Delaware State Police and LAPD created a very intense system of electronic surveillance and scorched earth that exists in continuo. I have maintained that LAPD is the lead principal and the two other agencies are co-principals. The Baltimore Studio or The Studio are a private music studio that mutilates and corrupts electronic evidence that may be used de facto or de jure against one.
As I attempted to move or free myself, chemicals were placed into regular gas tanks of automobiles and driven. Significant parts of the United States and consumer products have been also subjected to chemical contamination.
What is unique is that LAPD and The Baltimore Studio or The Studio are LGBTi. LAPD proclaims themselves as a “Gay Militia”. They have created a red herring - strawman history to frame myself. If they are a Gay Militia then I am clearly living to fight and defeat a Gay Militia.
I AM SPIRITUALLY AND MORALLY CONSERVATIVE AND WILL MEET THE CHALLENGE WITHIN THE LAW.
One of the antisocial criminal behaviors in the repertoire is laying in wait at public places and slamming doors to false imprison me and harass one. This is TOTALLY AN ACT OF COWARDICE AND UNDER THE COLOR OF LAW FOR A CODE OFFICER.
The concept of higher structural levels of cognition comes into play. This theory posits that similar to the Blind Man and the Elephant, there are several levels of a phenomena or components; just as in a musical piece there may be a subject, exposition, section, and the whole piece, the whole piece of music is the higher level structure that will explain the functions of lower level states of order of the components.
LAPD is the main mover. The Delaware State police are structured electronically over the physical local jurisdictions throughout the country. The Baltimore Police Department is unseen behind The Baltimore Studio or The Studio. All are run by LAPD.
LAPD is attempting to frame the Delaware State Police as the lead principal of this event.

The members of the Delaware State Police have had a large degree of exposure to what amounts to Chemical Assault - Scorched Earth. The United States Federal and State of Delaware Constitutions prescribes what duties these officers MUST perform. To date, now January 2010, near the beginning of Barack Obama's second term as president, there is not official recognition by the Delaware State Police. Consequently there is substance to the symbolic defeat of the first state to ratify the United States Constitution on this documents 200th Anniversary.
If all parties in the State of Delaware continue to remain in a ritualistic posture, condoning and not acknowledging egregious breaches in Homeland Security and human rights, I will definitely expand and legally contest the creation of false records which is obstruction of justice. This will also include the teaching of history, administration of justice and social science in the State of Delaware.
Gang - Mob - Stalking
One other consistent structure has emerged that is empirical and also helps define what has occurred and why Homeland Security officers are deeply involved. This is what being described as Gang - Mob - Stalking.

You are being stalked. I am the most stalked person in the History of the United States. This will almost destroy the Delaware State Police. This is due to mutual aid violations with Los Angeles Police as to whom by date (4-20100 is lead by Chief Charlie Beck. The behaviors in Delaware in early 1986 after the arrest of Richard Miller once of Dover, Delaware were and continue to be one of the worst events in the history of law enforcement corruption. I have sued extensively at federal level in Delaware and Philadelphia to expose this State Sponsored Terror. There is a Psychopathic Narcissistic Personality where elements in this country and in the United Kingdom believe that this type of behavior can be condoned and sanitized.
This is a circular folly and demonstrates what is most likely some type of Organic or deterministically inherited trait as well as negative socialization.
Criminal Prosecution
Due Process is a right. Timely criminal and civil prosecution of those competent natural persons who are sworn officers is my priority. In should be a matter of record that being a STATE SPONSORED CRIMINAL AND OR IT'S AGENT DOES NOT PAY.
