The two major ritvik groups are the

Chief Charles L. Beck was appointed Chief of the Los Angeles Police Department
on November 17, 2009. Chief Beck oversees the third largest police department in
the United States, managing 10,000 sworn officers, 3,000 civilian employees,
encompassing an area of 473 square miles, a population of approximately 3.8
million people, and an annual budget that exceeds one billion dollars. Having
facilitated his predecessor’s successful reengineering and reform effort, Chief
Beck continues to evolve and refine those strategies to further the Department’s
ascendancy to the pinnacle of 21st Century Policing. Major components of this
endeavor include the mitigation of crime, the reduction of gang violence, the
containment of terrorism, and the continuation of the reforms that brought the
Department into compliance with the Consent Decree.
Chief Beck was born in Long Beach, California in 1953. He was educated locally
and attended California State University at Long Beach, where he graduated with
a Baccalaureate Degree in occupational studies-vocational arts. Chief Beck was
appointed to the Los Angeles Police Department in March 1977 after serving two
years with the Los Angeles Police Reserve Corps. In June 1984, he was promoted
to Sergeant, to Lieutenant in April 1993, to Captain in July 1999, and Commander
in April 2005. In August 2006, he achieved the rank of Deputy Chief, the same
rank his father, a retired Los Angeles Police Officer, had attained.
On August 5, 2009 William Bratton announced his retirement. On this
very morning this complaint was sent to the FBI. I will also begin to attack the
University of California which I will also state is degraded to the misguidance
of LAPD.
Polarization and the Concrete Reality of

President Barack Obama won the 2008 Presidential Election under the banner of
change. Barack Obama campaigned with full cognition that there was a chemical
assault undergoing here in the United States. He would then take an oath of
office, in January of 2009 swearing to uphold the Constitutional Rights of the
citizens of this country.
Barack Obama, as all candidates, has to satisfy the interests that helped elect
him. One of these interests is the LGBTi or lesbian gay, bisexual, transgender,
and intersex platform. Here I will contrast Barack Obama's position with my own
position and the guarantee of my Bill of Rights. The result is a polarization of
values and concrete behavior in the exercise of the rule of law.
The manifest activity Chemical Assault – Scorched Earth activity began on June
17, 1987 while I was in Dover, Delaware. This activity targeted my natural
person which is protected by positive law under the Constitution. Under
citizenship and the first amendment I am guaranteed the right to religion, to
think freely, and move about.
In June of 2009, Barack Obama invited 200 LGBTi activists to the White House to
commemorate the 40th Anniversary of the raid of the Stonewall nightclub in New
York City on June 28, 1969.
A principal guest was Gene Robinson, the Bishop of the Episcopal Church in New
Hampshire.
I have been a grass roots human rights activist since August of 1996. I am a
member of Amnesty International which does support Gay Marriage and religious
freedom. In degree however, I am opposing same sex marriage as Proposition 8
which was earlier overturned by a the court here in California. It won popular

a government lead by Irrational Presidents. I am forced to choose a repertoire
of spiritual, moral, and behavioristic skills that will ensure my survival. All
these activities are guaranteed by the Bill of Rights.
LGBTi At the Whitehouse
LGBTi activists have not been pleased with the pace of the Obama
Administration and the implementation of the group's platform as was promised in
the 2008 Presidential Campaign.
President Obama stated: "I will not only be your friend, I will continue to be
an ally and a champion and a president who fights with you and for you."
Obama pleaded for patience: “I know many in this room don't believe that
progress has come fast enough. And I understand that. I expect and hope to be
judged not by words, not by promises I've made, but by promises that my
administration keeps. "I think you guys will have pretty good feelings about the
Obama administration."
Obama made reference that he has issued a presidential memorandum expanding some
federal benefits to same-sex partners. This is without health benefits.
Obama also stated that he has called on Congress to repeal the Defense of
Marriage Act, which limits how state, local and federal bodies can recognize
partnerships and determine benefits. "We have a duty to uphold existing law, but
I believe we must do so in a way that does not exacerbate existing divides,
"Obama added.
Obama said he may support a repeal of the law.
The president also is working to pass an employee nondiscrimination bill, a hate
crimes bill that includes protections for gays and lesbian, and is committed to
rescinding a ban on entry to the United States based on HIV status.
He also reaffirmed his opposition against the "don't ask, don't tell" policy
that allows gays and lesbians to serve in the military as long as they don't
disclose their sexual orientation or act on it. Obama argued that the policy
does not make the United State more secure. His administration is working with
Congress to develop a frame work that will end the practice legislatively that
ensures the new policy will be successful in the long run.

Concrete History and Realism
This meeting of LGBTi activists must be placed within the concrete historical
context in which it has occurred. Chemical Assault - Scorched Earth has
alienated my person from my constitutional rights. Since the Chemical Assault is
imposed over my natural person and citizenship, it also will contaminate other
natural persons, life forms, and environment under United States federal
jurisdiction. Many of the activists Obama invited to the Whitehouse are barred
and sworn lawyers. Here we have a direct contrast in the Sovereign – Citizen
relationship with direct legal implications under the Bill of Rights with sworn
third parties.
I will present my position on the same issues that Barack Obama has pledged to
his supporters.
Gay Marriage
Barack Obama supports the equivalent of domestic partnerships. He does not
support full marriage rights. He has not supported Proposition 8 in California
which banned opposite sex marriage.
I do not support domestic partnerships or opposite sex marriage. I have a 14
year record of written statements that argue against Gay Marriage. I continue to
support Proposition 8 as it is being challenged here in California.
Federal Benefits
Barack Obama has granted some federal benefits to same sex partners.
I disagree with this civil remedy as it appears to conflict with the Defense of
Marriage Act. While I believe this event to be a technical contractual
construction that is legal, I support the traditional rendering of benefits to
the direct family.
Defense of Marriage Act
In discussing the Defense of Marriage of Act, Barack Obama is arguing some
sort of gradualism in conforming federal law to state rights where the right to
marriage has been returned. The texture is open. He is not clear as to what the
right of the federal government is to the state government.
Hence the
states are going to attempt to discover a federal right. This is what I argue
Massachusetts is attempting in their lawsuit over the DOMA. I argue that from a
technical standpoint the federal government is separate from the state. The
right of marriage has been returned to the state. The federal government as each
state is free to determine whether opposite sex or same sex marriage shall be
legal or domestic partnerships. Either the Proposition 8 or the DOMA case will
decide this issue. I argue that the position that marriage is a state right is
going to be upheld and that the federal government is separate. Marriage appears
to be a right of democracy, not an absolute unalienable right under the United
States Constitution.
HIV Status
Barack Obama supports admitting persons with HIV status into the United
States.
Health officials concur that HIV status does constitute a national
security threat. I have no opposition to admitting or granting visa
status to HIV positive persons wishing to enter the United States.
Don't Ask, Don't Tell
Barack Obama supports ending the Don't Ask, Don't Tell policy in the
military.
Law enforcement is a para-military structure and science. Every minority
group that has attempted to become code enforcement officials has been
successful; blacks, Asians, various European ethnic minorities have performed
with equal courage in defending citizens from criminals. The Chemical Assault –
Scorched Earth is an Act of War. There is a de facto Gay Militia operating
within Los Angeles Police Department. They have used non-military chemical
agents to attack me personally and the United States. They are also using LAPD
property and technology to support this attack.
At this time I do not support LGBTi persons in the military. Real soldiers do
not attack civilians. They only fight against armed soldiers. LAPD is actively
recruiting LGBTi persons and others to align with them to attack my natural
person and citizenship which degrades life and the Constitution.
Summary
This meeting could of been more substantial and valuable for these 200 LGBTi
activists as well as Barack Obama himself. They should of positively acted to
recognize the concrete history and the suffering that has actually occurred.
There is a huge paradigm shift underway historically that will effect the manner
in which constitutional law is written, upheld and taught.
It is in the cognition of this interdisciplinary group that systematic torture
is ongoing here in the United States (I am writing from Westwood CA). There is
no way certification of lawyers and other sworn officials should be upheld to
promote their agendas while being total cognizant of crime.
The embedding of a Gay Militancy who are fighting the United States with
chemical weapons, electronic surveillance, the use of informants to harass and
intimidate persons is a RICO construction. There are five presidents, Ronald

Abnormal Behaviors
LAPD is Gay Irrationalist – Gay Know Nothing. Two of their signature tactics
will be explained. The first is contrarian logic. If one were to mechanically
take a diametrically opposite position to every single case or argument an
opponent presented, this tactic would only be rational if the opponent were less
than 50 % accurate. It is not difficult for some one with an inferior high
school education to keep LAPD in defeat. In degree, they are not intellectually
competent. These defeats giver rise to retaliation as using chemical weapons,
electronic surveillance, and the recruitment of informants to harass and

One of the most severe implications of an unrecognized systematic act of torture
is the effect upon training and certification of code enforcement officers. Most
law agencies in California require at least 60 credits. Some also require a
degree, some specify that this must be Administration of Justice. There is also
POST training to certify or license officers. The primary training facility for
officers is the California Junior College and POST. The damage to this process
is catastrophic. There is no credible explanation as to how a Gay Militancy
could be recruited to launch a Chemical Assault – Scorched Earth through this
system. LAPD also must be cited for corruption, top to bottom for not filtering
these anomalies. This agency should not be able to survive as is. I am not even
sure if their building should remain as a police department. Only an informant
based culture could shepherd the 200 or so officers that are alleged to be
running this operation through two years of college POST, and LAPD itself. There
are perhaps 20+ strictly LGBTi officers in three shifts that are directly
managing the Chemical Assault – Scorched Earth.
The system of checks and balances is destroyed. The City of Los Angeles, State
of California, and the United States government has failed to uphold their sworn
duties.
There is an ongoing paradigm shift beginning with history and then the
particular content of various fields of study. The past twenty years has
produced only sanitization and fraud. Persons are attending learning
institutions and being conditioned by a false history and duplicit treatment of
human rights.
There are many persons that should have stepped forward to prevent and remedy
abuse. These LGBTi activists are conspicuous in their absence. Barack Obama and
his previous four predecessors have illegally condoned systematic human rights
abuses at the expense of the United States and it's citizens. These abuses
should be transparently recognized and those that have obstructed justice or
committed treason identified. These material facts should be prosecuted. It then
should be part of educational curricula of our nation and be sound for
certifying code officers.
The above chart is taken from the POST website. It is clear that this
certification agency, whose 50th birthday is this year is aware of Chemical
Assault – Scorched Earth. I argue that LAPD and POST are under the color of
authority. They are responsible for the certification of peace officers in
California and their continued hire in LAPD. POST is a prestigious endeavor.
This structural and process failure will have implications not only in the
United States but worldwide.

consultant to diffuse tension in Northern Ireland is cited as a reason.
In consideration of my past twenty plus years of

totalitarianism. The presidential elections have been no more

Networked Structure

broader system of networks than previously experienced. Groups

their goals. Instead, they can depend and even thrive on loose
affiliation with like-minded groups or individuals from a
variety of locations. General goals and targets are announced,
and individuals or cells are expected to use flexibility and
initiative
to conduct the necessary action.
Basic Concepts
Networks consist of nodes. A node may be an individual, a cell,
another networked organization, or a hierarchical organization.
They may also consist of parts of other organizations, even
governments, which are acting in ways that can be exploited to
achieve the network’s organizational goals.
The effectiveness of a networked organization is dependent on
several things. The network achieves long-term organizational
effectiveness when the nodes share a unifying ideology, common
goals or mutual interests. When there is failure to accept the
overall goals of the
organization, pieces of the network will drop out. This is less
catastrophic than a splintering within a hierarchical group.
Another difficulty for network organizations not sharing a
unifying ideology is that nodes can pursue objectives or take
actions that do not meet the goals of the organization, or are
actually counterproductive. In this instance, the independence
of nodes fails to develop synergy
between their activities or contribute to common objectives.
Networks distribute the responsibility for operations, and
provide redundancies for key functions. The various cells need
not contact or coordinate with other cells except for those
essential to a particular operation or function. The avoidance
of unnecessary coordination or command approval for action
provides deniability to the leadership and enhances operational
security.
Networks are not necessarily dependent on the latest information
technology for their effect. The organizational structure and
the flow of information inside the organization are the defining
aspects of networks. While information technology can make
networks more
effective, low-tech means such as couriers and landline
telephones can enable networks to operate effectively in certain
circumstances.
Hub or Star and Wheel
Nodes communicate with one central node. The central node need
not be the leader or decision maker for the network. A variation
of the hub is a wheel design where the outer nodes communicate
with one or two other outer nodes in addition to the hub. A
wheel configuration is a common feature of a financial or
economic network.
Government Affiliation Categories
Categorizing terrorist groups by their affiliation with
governments provides indications of their means for
intelligence, operations, and access to types of weapons. U.S.
joint doctrine identifies three affiliations: non-state
supported, state-supported, and state-directed terrorist groups.
• Non-state supported. These are terrorist groups that operate

As I
attempt to work LAPD attempts to constrain my work to below that
of
The Baltimore Studio or the
Girl named Brenda who hassled
me when I was finishing college in San Luis Obispo CA. This
appears frivolous but this would be less than high school. One
should compare the success of the female leadership which is
damaged
There was
a massive homicide at Virginia Tech. One of my childhood best
friends was an undergraduate at this school. HE IS A SURGEON
NOW. This in my opinion is quit humbling because I was slightly
smarter at that time.
The VT
shooter made similar claims of debauchery and charlatanism
against various parties. One can see from my writings that I am
non-violent in orientation. I am still being portrayed as
biker-gangbanger-dealer guy and gay -bisexual.
The
boundary created by using the profiles above will not help
promote the LGBT process.

History is the damage to the Female Leadership. Damage par

This is just a partial list. The
escalation since 2-12-07 is severe. LAPD also recruits what they
are calling militants. Most appear to be lesbian or bisexual and
this is part of the entrapment it is a fortiori in its
presentation.
There is no doubt all leadership is
questionable as those who wish to ritualistic and go along for
the ride get held accountable.

I have moved to Humboldt County where
I first attended College of the Redwoods in 2000. I am falsely
baited again as a biker-gang member. I do not use drugs, alcohol
or gamble. There is the ongoing gay baiting here. Hamsadutta
dasa has an asrama here. He has a post concerning ISKCON'S
banning of discussions concerning gopi bhava or manjari bhava.
What is also clear here is class
stratification and the willingness of the drug and LGBT culture
here to entrap and attack one another. Similar to gang cultures
I will openly state here that this type of antisocialization
will be easy to measure statistically and teach.
What is ongoing everywhere but is more
pronounced here is similar to a pool game of cut -throat where
one shoots the opponents balls into the pockets.
This escalation with the War On Terror
finds President Bush with a 26% approval rating.

The
conditions now are at an all time low. There has been a sever
escalation in the environment depriving me of clean water and
clothing. The use of an esoteric emotional state called manjari
bhava is used to attack Gaudiya Vaishnavism or the followers of
Caitanya. Manjari bhava is Caitanya's contribution to universal
religion. This is an advanced state of ecstasy which is based on
intense bhakti to Sri Krishna. It is the source of renunciation
of SAGES.
It is not
the basis to smoke ganja or homosexuality. It is quite the
opposite. Most of the noteworthy sages who have attained such
were traveling mendicant preachers with no possessions save for
the clothing which were either found or given in charity.
The
informants that are leading the attack as harassment and
chemical contamination are being called manjaris.

The Fly

The leader of Gay Militia is code
named The Fly. It is apparent that all members of three shifts
of officers will call themselves the Fly(ies). Herein they
attempt to secure the worst performer morally and legally. This
person may retire this year. This would place him at or about 64
- 65 years of age. He or they in turn claim to be Gay advocates
for me which is ludicrous and a
Red Herring/Strawman.
Herein in the journal and other sites
a trait of totalitarianism will be seen as to isolate. The Flies
claim that I am LGBT and that this will legitimize the scorched
earth - chemical attacks and electronic surveillance. This is a
cognitive defect and abnormal. The rule of law ascertains the
Bill of Rights in the United States. I will argue all arguments
to have a basis in a resource with criminal and civil laws. The
agents of The Flies believe that this cell of LAPD officers, A
Gay Militia can obstruct justice indefinitely.
It is no effort for me to remain
heterosexual and I will write and continue to advocate this
position as I communicate with competent authorities.
