In this instance the Delaware State Police are an extension of covert and corrupt activities that have damaged the United States and beyond. The environmental in Delaware, California, New Mexico, Nevada, and Arizona will most likely be a lasting legacy to the disgrace that is at hand.

The following are the Crime Rate of 1960 - 2005. It is clear that Delaware is a syndrome of urbanization. President Bush has just given his State of the Union Address. He mentions keeping promises in relation to the obligation this country has to Iraq.
I believe this to be true. There is also a promise to keep here regarding peace and stability.
I no longer live in Delaware. These rates will affect the longevity of the officers there and their careers. These are not good statistics.
The profiling used by LAPD is static and rigid. I am enduring extreme circumstances. It is in my interest to see this type of population prosecuted to the fullest extent of the law. I was forced by escalation to write a fast position on Marijuana. The Mexican government has just launched a major offensive against marijuana cultivation in the state of Michoacán. The Army has seized the sidearms from the Tijuana Police Department.
Marijuana Cultivation here in California reflects the trends of the Mexican Cartels and often involves such.
Any attempt to develop a dependency on the culture of Marijuana or Delaware specifically Kent County is amateurish. I am dealing in the present with an increasing antisocial population. California's recidivism rate is 70 %.

The Historical Value of Delaware and the DSP

I was born in 1961 in Roswell New Mexico. I however spent a great deal of my life in Delaware. This would be from the about 1969 to 1980. LAPD has hegemonic control of the DSP for symbolic purposes. Any serious persons as a United States Attorney, Homeland Security Secretary, or State Attorney General should take into serious with the ab consideration unabated scorched earth and limited funding that I am better off in the desert. This is not even sustainable.
I am addressing this group of persons because that are the most likely to see this site.
I can not be hostaged by emotional feelings for any location. I have stated to Rosemary Killian of the State' Attorney General's office that I AM LEGALLY HOSTILE TO THE STATE OF DELAWARE.
I am being gay baited here in continuo. I am affirming that a heterosexual individual is more sustainable under conditions of torture, which include blackmail and hostaging. The history of the LGBT culture is emergent and academics are going to have to teach this as it stands.
I have no obligation to Delaware or any other static abstract other than to obey laws. If LAPD as agents of their Gay Militia Mission advertise otherwise it is simply refuted here.

The leader of Gay Militia is code named The Fly. It is apparent that all members of three shifts of officers will call themselves the Fly(ies). Herein they attempt to secure the worst performer morally and legally. This person may retire this year. This would place him at or about 64 - 65 years of age. He or they in turn claim to be Gay advocates for me which is ludicrous and a Red Herring/Strawman.
This person and cell of authorities are responsible for micromanaging the Delaware State Police and especially Troop 3, Woodside. An officer may have been named in part that would be a TARGET. The first name Chris. I may have known this person or I did as a youth. I am not sure if hearsay is reliable.
Herein in the journal and other sites a trait of totalitarianism will be seen as to isolate. The Flies claim that I am LGBT and that this will legitimize the scorched earth - chemical attacks and electronic surveillance. This is a cognitive defect and abnormal. The rule of law ascertains the Bill of Rights in the United States. I will argue all arguments to have a basis in a resource with criminal and civil laws. The agents of The Flies believe that this cell of LAPD officers, A Gay Militia can obstruct justice indefinitely.
It is no effort for me to remain heterosexual and I will write and continue to advocate this position as I communicate with competent authorities.
The situation here on the Colorado River is poor. This agency should realize that any claim that I am Biker or use drugs should be dismissed. I have been a vegetarian for years. I am at this moment attempting to obtain a fishing license.
The chemical attacks against the Unites States will have implications against the Homeland Security of Delaware.

I am writing you to call your attention to the CONTINUED DIRE CIRCUMSTANCES CONCERNING THE CHEMICAL CONTAMINATION OF THE ENVIRONMENT.
I am still claiming that the Delaware State Police are engaged in electronic surveillance out of jurisdiction.
The escalation that has occurred is the most severe than anything that has occurred in Delaware.
You are the chief authority regarding ordering the Delaware State Police. Not only is this agency engaged in surveillance there is a possibility that LAPD will attempt to frame Delaware State Police officers as the principals.
The possibility of death in these chemical attacks is real.
FROM FEBRUARY 12 ONWARD TO THE 20TH WATER AND OTHER CONSUMER GOODS IN STORES FROM LAKE HAVASU TO PARKER WERE CONTAMINATED.
I COULD NOT PURCHASE FOOD FROM A RESTAURANT NOR CLOTHING FROM A STORE. ALL MOTELS AND HOUSING WERE BEING SPRAYED.
THE SHERIFFS OF MOHAVE AND PIMA COUNTY SHOULD BE PROSECUTED. HOMELAND SECURITY SECRETARY CHERTOFF SHOULD BE CONTACTED AS WELL AS ATTORNEY GENERAL GONZALEZ.
The Colorado River and now the Sacramento area are seriously contaminated. One can not even use clean tap water at a public facility as restaurant or park.
The air in Parker AZ and Earp CA on 2-11-07 and 3-11-07 were the worst I have experienced in 20 years.
One would suffer minor chemical burns.

Possible end game scenarios here involve a Nuremburg Prosecution. All command level authorities and most illicit performers would be charged within law enforcement agencies. This is consistent with the officers who are capable of giving orders to intervene to uphold the law.
The escalation since 2-12-07 is severe.
LAPD continues to babble about people who knew me from mainly Caesar Rodney High School. I moved away from Delaware in 1979. If you went through yearbooks, my picture is not there, I am acquainted with at least 80% of the folks therein.

are by me. There is postal carrier whom I assume is a relative in Florida whom LAPD is claiming has composed the sites. All the sites listed on the homepage are also by me.
This is frivolous by sheds light on the tactics being used and the sloppiness in the Delaware State Police and any other part of the population that wishes to be part of this agencies agenda.
I am in marijuana growing hotbed and do not use any drugs of any kind nor drink alcohol. Any glorification of the dug subculture in either location is ad - hominem, a personal attack based on history and association.

The twenty first year anniversary of the Lycurgus level activity has occurred. This most likely was around 11 pm EST. This would harken back to Kent County in 1986. This would include negative and illegal behaviors as house arrest by slamming of doors and laying in wait. I have no regrets as I have been trained not to do such. The professionalism of law enforcement or rather the lack there of is at hand. Troop 3 and the Delaware State Police are going to focalized as to their ability.
There is no doubt of this. The Virginia Tech shooter spoke of debauchery and charlatanism. This person could not resolve the inconsistency of his analysis and personal performance.
LAPD appears intent on escalating these contents and have been all the long.
I had a best friend from W. Reilly Brown School who went on to graduate from V Tech. I believe this person is a surgeon now.
In counterpoint I am supposed to be a member of the Pagan Motorcycle Gang and drug dealer.
This is absurd but one should be a free thinker. One does not stay free and marginally healthy by doing such things. A relative from Florida who is a USPS worker is writing all of these sites and complaints.

At the present time I am confronting the State Officials of Arizona that are connected to law enforcement. This would be Governor Napolitano and Attorney General Stoddard. An externality to the manifest abuse is drug use and drug trafficking.
I am 100% not involved in either. This pattern of behavior is basically arranged to support elements as The Baltimore Studio or The Studio. I have traveled through the Golden Triangle of California. It is clear that I do not use ganja.
LGBT issues are being raised and I am completely dedicating myself to spiritual orientation which is heterosexual.
The credibility of this agency to step forward and defend the Jurisdiction of Delaware is lacking.
Governors Castle, Carper, and now Minner are facing serious legal consequence. The entire group of female leaders to emerge in the last twenty years are also heavily compromised.
It is unique to not that Kent County has an HIV infection rate that is 3 times Phoenix.
Any person who is in the Delaware State Police or whose credibility would be damaged when this event is sorted out should take heed.
Anyone accusing me of being involved in drug use or being LGBT will get legally confronted and trampled. This will happen whether I am dead or alive.

It is more than apparent that the implementation of an always defect model of Prisoner's Dilemma is being used to the degradation of the population. There is a clear link to LAPD attempting to scapegoat the
Delaware State Police for the implementation of this attack.
There is an allegation that Officer Chris Nemith has been the leader. This is
folly as I am older than he is. Since the retirement of The Fly of LAPD persons
here in California are realizing that this debacle was lead from here.
There is a constant unending promotion of the LGBT platform. LAPD is
irrationalist and torture is not a good support for any cause. It is impossible
to reason with these individuals. They and their followers both in Delaware,

There is also a very intense and immature effort to portray me as attached to
the area and drugs. The simple things first is that I do not use drugs or
alcohol. Considering the torturous conditions, I only weigh 150 pounds with a
BMI of less than 22. Over 25 is overweight and over 30 is severe obesity.
If persons in Delaware have run afoul of the law this is their business not
mine. I consistently support strong anti-crime legislation as three strikes

There are many types of law. Positive law is the standing legal laws of the
state where one lives. Here I am in the United States and the Bill of Rights and

If these officers were loyal to their code, they would not have defected to LAPD
who is out of jurisdiction. This violates what is known as mutual aid I have
already brought this issue up in the United States District for Delaware.

If the Delaware State Police would have stepped forward no later than June 17,
1987 the exact 200th birthday of the United States Constitution this debacle
would have been averted. On December 7, 1787 Delaware was the first state to
ratify the Constitution becoming the First State.
We no longer are a nation of citizens but are informants who have defected to
tyranny outside of positive rights. The court can only judge and order based on
positive law. The Christian Bible and the Bhagavad-Gita are only negative law in
positive law courts.
The police are secondary law officers sworn to uphold primary law or in degree
those rights enshrined in the Bill of Rights or State Constitutions drawn from
such.
So cooperating with the real constitution is replaced with a defection model and
the result is the destruction of the constitutional state.
The equilibrium is sub-optimal and the trajectory is further degradation through

networked organization, or a hierarchical organization. They may also consist of

The network achieves long-term organizational effectiveness when the nodes share
a unifying ideology, common goals or mutual interests. When there is failure to

Another difficulty for network organizations not sharing a unifying ideology is

Networks distribute the responsibility for operations, and provide redundancies
for key functions. The various cells need not contact or coordinate with other

deniability to the leadership and enhances operational security.
Networks are not necessarily dependent on the latest information technology for
their effect. The organizational structure and the flow of information inside
the organization are the defining aspects of networks. While information

networks to operate effectively in certain circumstances.
Hub or Star and Wheel
Nodes communicate with one central node. The central node need not be the leader
or decision maker for the network. A variation of the hub is a wheel design
where the outer nodes communicate with one or two other outer nodes in addition
to the hub. A wheel configuration is a common feature of a financial or economic
network.
Government Affiliation Categories
Categorizing terrorist groups by their affiliation with governments provides
indications of their means for intelligence, operations, and access to types of

The following are the Crime Rate of 1960 - 2005. It is clear that Delaware is a syndrome of urbanization. President Bush has just given his State of the Union Address. He mentions keeping promises in relation to the obligation this country has to Iraq.
I believe this to be true. There is also a promise to keep here regarding peace and stability.
I no longer live in Delaware. These rates will affect the longevity of the officers there and their careers. These are not good statistics.
The profiling used by LAPD is static and rigid. I am enduring extreme circumstances. It is in my interest to see this type of population prosecuted to the fullest extent of the law. I was forced by escalation to write a fast position on Marijuana. The Mexican government has just launched a major offensive against marijuana cultivation in the state of Michoacán. The Army has seized the sidearms from the Tijuana Police Department.
Marijuana Cultivation here in California reflects the trends of the Mexican Cartels and often involves such.
Any attempt to develop a dependency on the culture of Marijuana or Delaware specifically Kent County is amateurish. I am dealing in the present with an increasing antisocial population. California's recidivism rate is 70 %.
